The Carlsbad Desalination Plant is being built on industrially zoned land adjacent to the Encina Power Station in Carlsbad. Poseidon Resources has obtained all required environmental permits and environmental clearances necessary for the construction of the facilities. On December 28, 2012, Poseidon began prepping the site to begin construction including on-site grading for the desalination plant; see photography below.  To offset the impacts of any road closures, detours have been planned to help maintain traffic flow to alternate routes, and signage will be posted in the construction area.
